Are Rebel Planets Neutral?

When a planet rebels and picks what is ultimately a bland terrible new flag, is it a neutral race then? I would love if new rebelled planets actually tried to expand and fight back.

has anyone had any luck making this happen, or is it hardcoded into the game and cannot be done?

No, rebel planets aren't neutral. If you gave them a good planet (so they don't get creamed by their parent empire) with protection, and they ally with other powerful races, they have the potential to be a new empire. As far as I'm aware of, rebel empires aren't impervious to rebellion either.

Actual neutral empires can have rebellions, and the hilarious irony is that when a neutral empire's planet rebels, they can leave their system while the neutral they rebel from can't.

thanks for the info, so far ive seen quite a bit of rebelled planets, and never have they left their own system. maybe in all those instances they just didn't have the resources to do so.
