Do these really serve any useful or practical function that makes incorporating them worthwhile, or are they just another pointless lemon in the game?

Scanner Jammers?
They prevent the enemy from using long range scanners on you, of course, which is (I suspect) useless against the AI but might prove useful versus human players. Think of all the valuable data you can glean from scanning an enemy ship - its design (OMG a planet killer!), its cargo (hey, that carrier has no fighters, let's go attack it!), its supply remaining (replace fighters with supply in previous comment)... now imagine your enemy has that data on YOUR ships and suddenly you want scanner jammers!

Scanner Jammers?
I use scanners all the time, so scanner jammers on AI ships are effective against me.

I agree with ekolis that the AI doesn't make any practical use of scanners, so you don't really need them if you only play the AI. I don't think I've ever used one myself (although scattering armor, which I do use, serves the same purpose).
