In the RacialTrait.txt file, are the options for the "Trait Type" section fixed/limited or could you add another type - such as "Resource Production"?

The trait types are fixed. I don't think there are any additional ability or type values that will work there.

Mostly what mods do is add more "Tech Area" types that provide facilities or components that have the needed bonus baked in. This has the slight disadvantage that captured planets will still provide the bonus, although that can possibly seen as an advantage as well.

Is it possible to add a "tech Area" that JUST gives a small bonus to Resource Production, or Space Combat, or something like that?

You can add as many racial tech area traits as you want. Each one will need a unique number, but I don't think there's any limit. And you can add whatever custom versions of facilities you need add such bonuses.

stock Trait Type is fixed to one of the 33 predefined values.

Restricted and Required (1 to 3) are unused (unimplemented) features - what was an idea behind it?
