Generalist Trait in Fusion Mod 1.18.1
[RSS]
Generalist Trait(500 RP) add to the game "Advanced Studies I-II" which leads to "Advanced Projectile Weapons" which allows to research Flak Cannon I-V and Gauss Cannon I-V
By in-game and RL logic Flak/Gauss Cannon shouldn't be separated from Railgun, who has same tech, IMHO.
Advanced Studies I + Missile Weapons I-III >>> Decoy Missile I-III
Advanced Studies II >>> Advanced Projectile Weapons(I-V) >>> Flak Cannon I-V and Gauss Cannon I-V
Advanced Studies II + Missile Weapons IV-V >>> Decoy Missile IV-V
By the time player would research Flak and Gauss cannons he/she would be behind other players who focused on more advanced weapon tech...or I'm missing something here?

Potentially yes, but the Gauss cannon and flak cannon are very potent.
In reality, a Rail Gun IS a Gauss Cannon so I'll have to refer to BK for more info. He's the one who put that trait together.
//me throwing BK under the bus...

The Generalist Trait was originally intended to allow non-racial trait using players to be competitive with those using racial traits. Personally, I don't think that idea was ever fully understood ot implemented properly (ME throwing BEARCLAW under the bus, ROFLMAO)
The Advanced Studies trait was "supposed" to give more than just the Gauss Cannon or Flak Cannon, and this has come up several times but hasn't been changed yet.
As for the intended difference between the Railgun and the Gauss Cannon, think of it like the old 88mm gun and the difference between the more modern 120mm gun. And as foe Flak Cannons, they are nasty close-range weapons a player using the Short Range strategy can use to shred fighters and other ships.
