On turn 40, players will be assigned to one of 3 tiers and 2 teams.
Tier 1
Tier 1 are the top 1 or 2 players in the game, comprising at least 25% of the score but not more than 40%. Tier 1 players cannot receive any gifts or trades from other players, including for colonies, ships, resources, or technology.
Tier 2
Tier 2 players are competitive players that, together with Tier 1, account for 60-70% of the total score. Tier 2 players may engage in trades and treaties, but may not receive technology directly or indirectly. That means no technology gifts, no tech sharing treaties, and no analyzing gifted or traded ships (although it is permissable to analyze ships hostilely captured).
Tier 3
Tier 3 are players that have fallen behind other empires. They may receive anything through treaties and trades, including technology. Other players may surrender to them.
Tiers are calculated every 10 turns starting at turn 40 unless there is a large change in score in which case tiers are recalculated immediately.
The top 2 players at turn 40 become team captains who can then recruit up to 2 other members whose combined scores do not exceed 20% of the total score. Team requests do not need to be accepted, but once they are, teams are permanent and team members cannot leave or make war with other team members. Teams work together, but still must respect the Tier rules for gifting.
Teams can win be capturing the other team captain's HW, the Shadow HW, and 2/3 of the HW's on the map.
Neutral players can win by capturing the shadow HW and 2/3 of HW's on the map, but do not need to possess either team captain's HW.
