Random Weekend Updates

Today brings us a few random fixes, mostly related to comments and threads.
- Fixed comment delete and flag functionality.
- Made summary field for thread creation optional. It will be filled in from post body if not specified. Note that thread summaries may no longer have HTML in them.
- Added missing support comment action URLs to ACL. No wonder there were never any comments on support articles! ;-)
